They are just robbers, When you are about to move out don't break the lease, instead continue paying for whole lease term, but make sure they don't lease your apartment to anyone else. Because they are dishonest, I think the manager is stealing money by doing so. I also must indicate that it is not a place to live in. Find a safer place.  Need to rent an apartment?
